အသံုးျပဳသင့္ေၾကာင္း အဆိုျပဳထားၾကပါတယ္။ ရည္ရြယ္ခ်က္မ်ားကို ရွင္းလင္းစြာ
ေဖာ္ျပျခင္း၊ မွားယြင္းတြက္ခ်က္မႈမ်ားကို ေလွ်ာ့ခ်ျခင္းနဲ႔ ပြင့္လင္း
ျမင္သာမႈရွိျခင္းတို႔ေၾကာင့္ စစ္ေရးပဋိပကၡ ျဖစ္ပြားႏိုင္ေခ်

weapons မ်ားကို အျငင္းပြားရာေနရာဝန္းက်င္မွာ မသံုးစြဲရန္
သေဘာတူညီခ်က္မ်ား ျပဳလုပ္ေရး စတာေတြကို အဆိုျပဳၾကပါတယ္။ Spratlys ကၽြန္းစု
အနီးတဝိုက္မွာ စစ္အင္အား ျပသမႈေတြ ျပဳလုပ္ျခင္းကို ေလွ်ာ့ခ်ျခင္းဟာ

ႀကိဳတင္အေၾကာင္းၾကားေရး၊ ေရတပ္စခန္းဌာနခ်ဳပ္မ်ားသို႔ အျပန္အလွန္ ေလ့လာေရး
ခရီးစဥ္မ်ား ထားရွိေရး၊ ေရတပ္ပူးတြဲေလ့က်င့္မႈမ်ားျပဳလုပ္ေရး၊
non-sensitive information မ်ားအား ဖလွယ္ေရး စတာေတြကိုလဲ
ေတာင္တ႐ုတ္ပင္လယ္အေရးမွာ ျပဳလုပ္ႏိုင္ပါတယ္။ Maritime Institute of
Malaysia က ပညာရွင္မ်ားကေတာ့ systematic monitoring and verification
mechanism ကို က်င့္သံုးၿပီး၊ ပြင့္လင္းျမင္သာမႈ တည္ေဆာက္သင့္ေၾကာင္း
အဆိုျပဳထားၾကပါတယ္။ ဒီအဆိုျပဳခ်က္မွာ အျငင္းပြားမႈျဖစ္ပြားရာေနရာက
လွဳပ္ရွားမႈမ်ားကို ၿဂိဳလ္တုပံုမ်ားနဲ႔ ႐ိုက္ကူးေရး နဲ႔ သံသယျဖစ္ဖြယ္
အေျခအေနမ်ားကို ဘက္မလိုက္ေသာအဖြဲ႔အစည္းတရပ္က ျပန္လည္ဆန္းစစ္ေရး အခ်က္ကိုလဲ
ထည့္သြင္းေဖာ္ျပထားပါတယ္။
(၂) Multilateral Efforts
လက္ရွိအေျခအေနမွာ ပဋိပကၡေျဖရွင္းေရးအတြက္ ASEAN Regional Forum (ARF)
နဲ႔ Council for Security Cooperation in the Asia Pacific (CSCAP) တို႔က
Multilateral Efforts အေနနဲ႔ ၾကိဳးပမ္းထားၾကပါတယ္။ ဒါေပမယ့္ တ႐ုတ္က
ေတာင္တ႐ုတ္ပင္လယ္အေရးကိစၥေတြ အစည္းအေဝး အာဂ်င္ဒါေတြမွာ မပါေရးအတြက္
အစြမ္းကုန္ ႀကိဳးစား ခဲ့ပါတယ္။ Bilateral initiatives ေတြအေနနဲ႔ တ႐ုတ္နဲ႔
ဖိလစ္ပိုင္တို႔အၾကား၊ ဖိလစ္ပိုင္နဲ႔ ဗီယက္နမ္တို႔အၾကား ႀကိဳးပမ္း မႈေတြလဲ
ရွိပါတယ္။ သို႔ေပမယ့္ တ႐ုတ္က အသိအမွတ္မျပဳသမွ် Multilateral Efforts ေတြနဲ႔
Bilateral initiatives ေတြ က အက်ဳိးေက်းဇူးျဖစ္ထြန္းမွာ မဟုတ္ေၾကာင္း
အဆိုျပဳထားၾကပါတယ္။
(၃) ပူးေပါင္းေဆာင္ရြက္မႈ
အျငင္းပြားမႈ ျဖစ္ပြားရာ ေရပိုင္နက္နဲ႔ပတ္သက္တဲ့ အေရးကိစၥေတြမွာ
ပူးေပါင္းေဆာင္ရြက္မႈ ျပဳလုပ္ျခင္းအားျဖင့္ ပဋိပကၡ ျဖစ္ပြားတဲ့
ႏိုင္ငံမ်ားအၾကား ယံုၾကည္မႈတည္ေဆာက္လို႔ရႏိုင္ေၾကာင္း အဆိုျပဳခ်က္ ေတြလဲ
ရွိပါတယ္။ အခ်ဳပ္အျခာ အာ ဏာ အျငင္းပြားမႈအေရးကို ေဘးဖယ္ၿပီး၊
ေရနံနဲ႔သဘာဝဓာတ္ေငြ႔ ပူးေပါင္းရွာေဖြမႈ ျပဳလုပ္ဖို႔ တ႐ုတ္က အဆိုျပဳထားပါ
တယ္။ ဒါေပမယ့္ အာဆီယံ အဆင့္ျမင့္ပုဂၢိဳလ္တဦးက အခ်ဳပ္အျခာအာဏာအေရးကို
ေဘးဖယ္ထားဖို႔ဆိုတာ ခက္ခဲတဲ့ အတြက္ ပူးေပါင္းေဆာင္ရြက္ေရးဟာ
သေဘာတရားသာျဖစ္ၿပီး၊ လက္ေတြ႔မွာ မျဖစ္ႏိုင္ေၾကာင္း ဆိုထားခဲ့ပါတယ္။ ပူး
ေပါင္းေဆာင္ရြက္မႈဆိုတာ သူကဘာပိုင္ဆိုင္တယ္၊ ကိုယ္က ဘာပိုင္ဆိုင္တယ္ဆိုတာ
သိၿပီးမွ တြဲဖက္ၿပီး ပူးေပါင္းလို႔ရ တာျဖစ္ေၾကာင္း ႐ႈျမင္ၾကသူေတြလဲ
ရွိပါတယ္။
(၄) Demilitarization Initiatives
အျငင္းပြားမႈျဖစ္ပြားရာေရပိုင္နက္ကို Demilitarization ေဒသအျဖစ္
သတ္မွတ္ဖို႔ အဆိုျပဳခ်က္ေတြလဲ ရွိပါတယ္။ အျငင္း ပြားေရပိုင္နက္ထဲက
ကၽြန္းေတြကို အနီးဆံုးႏိုင္ငံမွ တာဝန္ယူေစာင့္ေရွာက္ၿပီး၊ steward country
အျဖစ္သတ္မွတ္ဖို႔နဲ႔ ၿငိမ္းခ်မ္းေသာနည္းလမ္းမ်ားနဲ႔သာေျဖရွင္းဖို႔ အခ်က္ေတြ
ထည့္သြင္း ထားေပမယ့္ တိုက္႐ိုက္ပါဝင္ပတ္သက္တဲ့ ႏိုင္ငံ ေတြက ဒီနည္းလမ္းကို
လက္ခံႏို္င္ေခ်ဖြယ္ နည္းပါတယ္။
(၅) code of conduct
ေတာင္တ႐ုတ္ပင္လယ္မွာ တိက်တဲ့ code of conduct ေတြခ်မွတ္ဖို႔
အဆိုျပဳခ်က္ေတြလဲ ရွိပါတယ္။ CSCAP ကထုတ္ ထားတဲ့ The “Guidelines for
Regional Maritime Cooperation” ကို စံနမူနာအျဖစ္ က်င့္သံုးသင့္ေၾကာင္း
အၾကံျပဳ ထားၾကပါတယ္။
(၆) eminent persons group and third party negotiation
အာဆီယံႏိုင္ငံမဟုတ္တဲ့ အျခားႏိုင္ငံမ်ားက ကိုယ္စားလွယ္မ်ား စုစည္းၿပီး
ေတာင္တ႐ုတ္ပင္လယ္ဆိုင္ရာ “eminent persons group” တခု တည္ေထာင္ဖို႔
အၾကံျပဳခ်က္မ်ားလဲ ရွိပါတယ္။ ဒီလိုအုပ္စု ရွိျခင္းအားျဖင့္
အေတြးအေခၚသစ္မ်ား ေပးႏိုင္႐ံုသာမက third party negotiation ကိုလဲ
အေကာင္အထည္ေဖာ္ႏိုင္ေၾကာင္း ဆိုထားၾကပါတယ္။
(၇) “Lines in the Sand” သတ္မွတ္ျခင္း
အေမရိကန္ႏိုင္ငံအပါအဝင္ တျခားဘယ္ႏိုင္ငံကမွ ေတာင္တ႐ုတ္ပင္လယ္
အျငင္းပြားေရပိုင္နက္အေရးနဲ႔ ပတ္သက္ၿပီး “Lines in the Sand” ကို
ကြဲကြဲျပားျပား မသိၾကပါဘူး။ ဘာမွန္းမသိတဲ့အတြက္ ေျဖရွင္းဖို႔နည္းလမ္းကို
ရွာဖို႔အလြန္ခဲ ယဥ္းပါတယ္။ ဒါေၾကာင့္ ဘယ္လို လႈပ္ရွားမႈဟာ တိုက္႐ိုက္ပါဝင္
ပတ္သက္တဲ့ ႏိုင္ငံရဲ႕ အခ်ဳပ္အျခာအာဏာ (သို႔မဟုတ္) အက်ဳိးစီးပြားကို
ထိခိုက္ႏိုင္တယ္ဆိုတာ သိရွိဖို႔အတြက္ candid dialogue ေတြ ျပဳလုပ္ၿပီး
“Lines in the Sand” သတ္ မွတ္ဖို႔လိုေၾကာင္း အၾကံျပဳခ်က္ေတြလဲ ရွိပါတယ္။

ထားရွိၿပီး၊ တ႐ုတ္ရဲ႕ ၿခိမ္းေျခာက္မႈကို ကာကြယ္ေပးထားႏိုင္ေၾကာင္း
အၾကံျပဳထားၾကပါတယ္။ U.S. forward-deployed forces ဟာ
